为GDPR所做的绝大多数准备工作都适用于CCPA，但遵守GDPR并不相当于遵守CCPA。GDPR适用于欧洲地区住户，而CCPA适用于美国加州的住户。GDPR适用于数据行为主体的个人数据，而CCPA适用于顾客与家庭的私人信息。GDPR要求了对跨境电商迁移数据的规定，而CCPA对数据市场销售设置了限定。除此之外，GDPR和CCPA还有不同的数据泄露通告规定和不一样的违反规定惩罚。
